I really like this one! I love the lens flare and the blown out sky and the very dark ground and the sheets of rain. I think it's perfect. It breaks a lot of "rules", but I love the effect.

I quite like the burnt out, bleak look with lashings of rain. I can feel a bit of wind but not a huge amount though.

Yes, it was windy like hell. And the sun was shining. And it was pouring.

definitely rain... maybe wind - was this at night, what is the light source? the vignette works well

It was daytime, photographed against the glaring sun (see comment above yours)
1/15 sec and f 32 says the exif data.
