How I wish I were there now, even on a horse. I love the ocean (from the land side). This photo certainly holds interest and is uncommon, but I think that two technical aspects are holding it back. As the eye is drawn to the lighter areas of an image and people like to look out to sea, my eye is drawn to the drillling platform, whose tower is tangent with the top of the frame. That's not where you want us to look, I think.
The foreground needs more variation in light and dark. Is there any reason that the sand the horses are walking on couldn't be a bit brighter. Their shadows don't stand out against the sand even in the early morning/late afternoon sunlight.
I don't suppose this was shot by moonlight????

The horses and the riders were there, coming down from the mesa, heading straight for the ocean. The drilling platform was there, resting on the horizon. I was there, catching one of these strange, surrealist scenes you see everywhere in this part of the country. There is no other story «behind» the image than that. Of course, there may be a story «in» the image. But you have to make it yourself -- if you want the image to «make sense». For me the clash between the rig and the riders is enough. It may not be as violent as Lautreamont's chance encounter of a sewing machine and an umbrella on an operating table, but it is close. At least for me.
[And yes, King, I know: The foreground is way too dark. And it annoys me].
