The forest appears to be growing inside the house. The house doesn't appear to be falling down--and interesting find made the more compelling by the way the window is framed so symmetrically and ornately. What's the story?

Not much of a story: I am on the 4th floor in a hotel in Paris, 6th arrondissement. Looking out the window I see this appartment where the tenants have decided to grow a forest in one of the rooms facing the street. Why they have done so, beats me. As far as I can see through the other two windows, they are living a quite ordinary life.
