Doesn't do it for me, there are lot of distracting elements and I'm not sure I can find a focal point.

To be honest, I'm not entirely sure what this is. As a result, I'm not sure how it relates to weight. is this some sort of balance for a bridge or crane?

It is a bridge that is totally operated with weights.
The focal point really is the bridge. That is why it's in focus and in the foreground. This is on the Chicago River.
