I'm having trouble with what I think is the overall softness of the image.

this more says 'grafitti and clean up' than decay. I see that the building is sort of sagging, but otherwise it's not looking very decayed to me.

Apart from the graffiti, this doesn't say urban decay to me ... I'd have liked to have seen the chaps feet in terms of composition - although the light is lovely ... (maybe that guy could have been lightended up a bit?)

I like the image! The only caveat I have is that in terms of relevance, I suggest that the man cleaning (blowing debris off the sidewalk) gives the image less of a "decay" feel and more of a "working on it, trying to improve it" feel.
