It's more in topic of so much photo in this challange theme. Just see the street.
Also, the colours of the entire photo convey a sense of decay.

Difficult to discuss this one in some ways. I really like the image and I find the composition very attractive. However, two issues that are a bit difficult for me... a) the darkness overall seems more like underexposure rather than effect of the storm clouds, and perhaps the more important b) if this area is considered to be showing "decay", I wish MY urban environment would have that sort of look at its shoddiest. To me this area looks more like a pretty, resort area that looks in really decent shape. The area looks relatively fresh to me, and that it is simply dark due to the storm clouds that are passing overhead.
