The richness of that wall color does not quite say decay... But the hat says it all. Great contrast of feelings.

High marks for all but relevance from me, but I am from San Francisco where we do tread lightly and homelessness is hardly something we would equate to urban decay. I think this speaks volumes and is a great capture and only wish I'd seen it on your blog which I will surely add to my RSS.

I think some details of this picture look too neat to fit the urban decay theme.

Interesting...I'm not sure I get how it fits to this theme, but I'm using my imagination and you may have something here... The nicely kept trash can kinda says the opposite tho.

I love this picture! The person and hat make such a powerful statement. I do not like the water part at all though and think it really pulls the viewer's eye from the true subject. I have tried to see a different crop but not sure it is possible with this perspective.

Just want to say regarding peejaytaylor's and tommyblue's comments that I am not sure there is a more POWERFUL indicator of urban decay than homelessness. Seeing the homeless contrasted against the "richness" of the world around them to me is a perfect expression of the core decay that eats at our social fabric. That is why I see this shot, even with it's compositional issues, to be amoung the most relevant posted so far!
