Does this picture depict "decay" or "culture"?

Graffitti really gets me down sometimes and it can certainly add to a sense of urban decay. It irks me, though it shouldn't, that it is difficult to read. The funny think is that the Chinese (?) characters may as well be graffiti--I can't read those, either. I think this image would be more powerful if you could darken the edges of the frame
