Seems like it's been taken from like ankle height - that's not common, sure thing :)

The b&w processing gives it kinda sad atmosphere and it works well for me.

Another sea wall? The perspective puts a bit of strain on the imagination. Is this sea wall just huge? Or those people just tiny? Did the photographer use a very wide-angle lens? The breaking surf looks like clouds, so I first thought this was taken on a mountain. I think I would like to visit this place. Where was this taken? High marks.
