This looks like a Photoshop applied lens blur technique that produces images similar to what you can get with a selective focus lens like a LensBaby.
I am always amazed at how this technique makes REAL things look like small toys (something that might be part of a train set).
It's a cool effect.

Wow! That this is done with a real lens is awesome. Not to diminish the Photoshop technique, but I think there's something to be said for using glass optics to obtain this result.
