Yes it is... In fact all the surface is rust...

This picture is taken in a metalurgic factury, the best place to find rust...

It's difficult to tell if this is actually rusty or painted a rust color.

Yeah I know it's a part of a plates hoven... The metal is hot all the time...

I admit the color of this rust is strange but as I worked more than 10 years in a matalurgic factory I can tell you that rust has different colors/shades/tints...

I give high marks across the board, except for relevance. I don't see rust as much as corrosion or weathering. Great photo otherwise.
