My hunch is that the building is lit with artificial light and that this is a night shot. It has a strangeness to it, accentuated by the unsaturated greens in the background. The signage reinforces the sense of, well, of danger.

Wild processing. The sky is a bit dark on the very top, maybe just a notch too far... Nice photo, although it doesn't scream rust.
