Water certainly but it doesn't really scream rain :)

Doesn't have much impact on me, sure... it's rain... but you have to present it in a way that'll interest viewers.

It's too bad there are so many of these kinds of shots, as they lose their impact after a while. This shot also has some sort of orange light refraction which is distracting.

Unfortunately, the out-of-focus area, to the right, in this image detracts slightly from the desired outcome. As has been pointed out, you are competing with a good number of images in this particular interpretation of the theme. Good luck!
