Nice subjects in nice position. Just a little out of focus. I really like the 2 men to the right how their expressions are left to our imaginations. A touch too much headroom for my taste.

If we could see more of their faces I think it would be stronger and a bit more relevant. (Of course it's kinda tough to run up to people in a situation like this and tell them to disregard you while you take shots, so it's not a very practical suggestion.) If just the one gentleman with the medals was there alone then the shot as it is would have even more impact.

Image quality seems off.

Nonetheless, there's a pretty strong feeling in this image.

Photos like this break my heart. I wish it were a little more in focus, but I know it's sometimes tough with a telephoto. Good job, Ian...I'm really glad to see you photographing more people these days. :)
