My first impression was that this, indeed, suggests movement. But after looking at it a bit, I feel as if the girl is so still, as if posing, and isn't moving at all? I also wonder why the blur of movement only correlates to her foot, and not her whole leg.
So, at first glance, relevant.

Nice idea. Although it should be fairly obvious, I'm not really sensing any movement here; rather, a more frozen in time feel. The trail she's left looks almost unnatural and for me, because of this, loses it's connection with her [foot], therefore taking away the sense of movement. Still it's a well executed photo.

This is one of many such photos I shot for a dancewear catalog in he late 70's. Because my client was selling the things worn by the dancers, the garments and shoes had to have priority.

This photo is probably more complicated than it looks. The trick was to keep the 2,000 watt spotlight focused only on the moving foot so as not to spill too much light on the rest of the image, which was shot with flash. It was also necessary to balance the color temperature of the spotlight to that of the flash units.

Note that the left side of her hair is also in motion.

@AliceMarie. I'm old. This was done in camera (Hasselblad) long before Photoshop. As an advertising photographer, I specialized in (among other things) in-camera special effects, such as this, shot on a single piece of 4x5 inch color transparency film.

Great shot King - well deserved feature. Amazing how sometimes people put camera techniques they don't understand down to Photoshop. I guess "the photo never lies" is no longer believed by anyone :)
