Theres a lot of potential here, but the focus is off. Too shallow a depth of field?

Where is the focus off? The Pelican is spot on. This was shot around 180mm @ f/2.8 the sun was going down, and I was trying to freeze the motion of the wave. Sorry I didn't shoot this @ f/22!
