Yes! That's it! It appears that the flags could use a little more color saturation, but you are the artist on this one. Clever composition gets the attention while still conveying Look Up.

sorry a lot of low marks but this is not a terribly well executed shot, though the idea was interesting - the colour/light balance suffers from overexposure and the whole image is actually quite distracting - too much going on

Overexposed??? There's a french expression that says "better hear that than been deaf!"
I can think of other expressions, but I might sound rude (again!).

Doesn't Ansel Adams say something about "Expose for shadows, process for highlights..." Seems to apply here.

It seems to me that the brilliant concept "Expose for the shadows, develop for the hightlights," so often attributed to Adams, was originally the idea of one of his students, Kilgore Trout.

Interesting idea. Good choice of the longer exposure. I love the movement of the multi-colored flags, though I feel like the overall composition is a bit busy for my tastes.
