I don't see this as a portrait, let alone a dramatic one. This looks to me more as a family outing snapshot turned black and white

Dramatic, yes! Very. (and quite cute!) But to me it isn't a portrait. Great action shot, though!!

Okay... I had some trouble rating this one and here is why. I don't think this is really a portrait. However, I think you've done a better job at the 'dramatic' part and the subtext than most of photos that have made the front page so far. (The look on the gentleman's face tells me leagues about him.) Further, the composition of the shot overall is well done and interesting.
