I love this. The eyes are just in focus enough while the blur gives a real sense of symbolic motion more than actual motion. This looks like a Holga shot... but maybe a lens baby?

Ghostly - I think this is why it plays dramatic. That, and an instinctual propensity to let our minds fill in the gaps about the context of the photo - what's he thinking? How's he feeling? It's drama is rooted in its otherworldly qualities, imo - very compelling.
