Blur effect seems forced, not sure it adds anything, but not sure.... The light box in the lower left is what really distracts me in this. The lighting and blur effect do pull your eye to the church facade, but the black light box interrupts that flow.

I don't get the motion blur along the edges. Is the church flying apart?

A wonderful angle and church to make in black and white but the blur is very distracting.

I don't like the right hand side of the image.

This blur is outstanding! I think it gives this old medieval monstrosity, a modern energy and unqiue perspective. High marks!
