The composition on this lets it down for me. Its certainly relevant, and adequately captured, just not framed in any meaningful way. Seems a lot of people are rating it though, so there must be something about it

After a little work, I get it... This makes a pretty good documentary photo. Therefore, the tight framing/cropping on the top and bottom are fine.
