Interesting capture. I wish the bicycle were more in focus instead of the profanity...but the profanity is what gave you a 5 for impact ; )

This is Nørrebro in Copenhagen, Denmark. Technically, this is not my neighbourhood anymore, but it is my old neighbourhood. I lived here for 6 years, and was back visiting just recently. The wall you see is a cemetery, and behind that wall Hans Christian Andersen is buried. The grafitti says "Fuck You - now it's War!" and is in relation to a youth house that was cleaned out by the police and demolished a month or two back. I waited deliberately for the bike rider to come into the frame.
As for the subject matter, each to his own, but the graffiti is definitely part of the neighbourhood.

Tak Gruner. Det ved jeg ikke, men det ville være morsomt.
(Gruner asked if it was true that they sprayed all the street signs to say Jagtvej, the name of the street the youth house was on. I replied that I didn´t know but that it would have been funny)
